The universe was formed 13.8 billion years ago, where the atomic form of existence is the elementary constructive component of the universe. Planate Earth was formed 4.8 billion years ago; on the planate Earth atomic forms of existence through constant evolutionary transformation process arrived at the stage of modern humans. Modern human civilization is almost ten thousand years old, where human cognitive brain function has evolved faster. Thus origin of the planned process of development may also be considered a parallel initiative of the human civilization process. Humankind living on the planet Earth for almost 2.5 million years. Thus except last ten thousand years of cognitive brain function operated civilizational history, nothing was there to regulate the evolutionary flow of the varied forms of existence, which is a natural process. Today modern humans are developing themselves in a planned manner, where the natural evolutionary flow of the survival strategy is pre-operational within the system. In this context, facilitation as well as rectification of the natural evolutionary flow may be considered as the naturally ideal mechanism of the planned development process.

Survival is a system, where the relatively balanced state of the varied forms of existence are surviving interdependently. This survival of the varied forms of coexistence is a dynamic process in the sense any form of living species may not survive today, by the same structural functionality pattern, as it evolutionarily emerged; rather survival as strategic functional patterns of the living beings, or even any form of existence, belong to the universe are evolutionarily dynamic. This dynamic survival scenario is arising because of maintaining the relative equilibrium balance of the system. Because of the dynamic survival pattern, challenging issues with respect to the survival of humankind are also arising dynamically. The system of survival has its mechanism, to eliminate deleterious survival strategy from the system; for example, in the context of a biological system, apoptosis is the mechanism used by the physiological system to eliminate deleterious cells from the body, or in the context of ecological system, background extinction process is the natural extinction mechanism of irrelevant survivor variant or survival strategy. By the process of evolution, the system of survival is dynamically moving forward naturally. In this context, modern humans are implementing planned initiatives in their survival process to develop toward a certain objective-oriented direction. Thus planned developmental strategy and naturally dynamic survival process shouldn’t be contradicted by each other; otherwise, through planned development mechanism even more complex circumstances of survival will arise for humankind. To avoid this contradictory circumstance, the planned process of development may utilize the naturally dynamic mechanism of the survival process, to fulfill its planned purpose.

There are various mechanistic parameters to measure the survival status of the system as the status of civilization. For example, the Human Development Index (HDI), Gross Domestic Product (GDP) rank, or the United Nations executed any other mechanistic parameters of nation-specific performance measurement; all these mechanistic parameters use the present state of survival to quantify nation-specific performance. But those performance measurement parameters may not consider the performance of any nation, in terms of how much those parameters oriented followed functional strategies are capable of achieving the ultimate objective purpose of survival of humankind. Thus sometimes it may be possible that, in terms of a certain performance measurement parameter certain nation may score very high; but that same nation may score very low, in terms of the fulfillment of the ultimate survival objective purpose of humankind. Thus whatever the survival-oriented development strategies followed by any nation, how much those strategies are capable of fulfilling the ultimate survival objective of humankind, should be considered, to calculate nation-specific development status index.

The survival pattern of existence as a living being may not be static; it is evolving dynamically, which is one of the deterministic factors of the survivor variant-specific population growth process. Like carrying capacity in the context of population dynamics, or survival fitness in the context of evolutionary dynamics, the relative equilibrium balance-driven dynamic survival process is the regulatory factor of dynamic population growth. This relative balance is maintained by the system through two domains; one is an existential form with function-based relative balance, and another domain is survival mass or frequency-based relative balance. Though the survival mass-based relative balance domain is dependent on the survival form with the function-based relative balance domain, both domains play their respective roles to form a dynamic survival game.

Development is a dynamic process in the sense, that applicable development strategy is survival context-specific, where survival context is individual, group, nation, or even survival layer-specific. Survival is a dynamic process; a relatively balanced state of existence surviving through the inter-variant functional interdependency. A planned process of development in the context of individual, group, or nation-specific dynamic survival circumstances can’t be static; it has to be dynamically executed. Dynamically in the sense, development strategy must be flexible enough to execute a dynamically evolving survival context.
